About the Position:

Extension and International Programs (EIP) collaborates with University departments and colleges on unique programs for students from the community and around the world. We are seeking an exceptional individual to join our International Programs team as the Director of Strategic International Recruitment and Enrollment Management (Administrator II). The ideal candidate in this role should have a positive attitude, an active, energetic mind, and a leadership style that is characterized by highly ethical practices and a commitment to diversity, openness, flexibility, integrity, and kindness.

The Director of Strategic International Recruitment and Enrollment Management at California State University, Fullerton (Cal State Fullerton) leads a strategic, CSUF mission-aligned, growth-oriented, and data-driven international student recruitment and enrollment management plan aimed at enrollment and revenue growth and diversification for both stateside and self-support programs. The Director drives the strategy for a collaborative international enrollment management plan and partners with stakeholders from across university-wide departments to ensure a smooth enrollment funnel for both matriculated and self-support programs. Employs predictive analytics to inform enrollment forecasts and consistently tracks progress with key stakeholders. Identifies viable markets for international student recruitment and remains current of global mobility trends and uses these data to drive strategic decisions related to international student recruitment and outreach. The Director is the primary leader who creates, reviews, and tracks an International Enrollment Management Plan with key stakeholders in response to internal data and external trends. Partners with EIP's MarComm and CSUF StratComm and Outreach units to raise visibility and promote value proposition for international students, internal stakeholders and overseas partners and agents. Manages and advises the Dean/AVP on the financial models that govern international outreach and engagement activities, actively seeks funding opportunities, and partners with philanthropic and government relation units to leverage the potential for greater access and funding for new and current international populations.

The Director manages a communications and outreach plan for international university partnerships and agents. Strategically leads an outreach team that is focused on B2C and B2B international outreach and strategy. Cultivates and maintains relationships with external entities in the United States and abroad to enable the ability for CSUF to attract quality international students from partners, agents, and other sources. Regularly evaluates the efficacy of international university partners and agents, advises the Dean/AVP, and makes strategic adjustments, as needed, to ensure positive and diversified enrollment streams and profitability. Identifies and leads the International Programs team on the launch and implementation of systems (CMS, Terra Dotta, Salesforce, etc.) needed to manage and govern all international students and overseas relations.

The Director strategically leads an International Student Services team and ensures compliance with immigration regulations and fosters a culture of belonging for international learners enrolled in all programs. Leads with expertise in immigration regulations and processes and works with internal and external stakeholders to meet compliance regulations and provide high quality and high touch support for international students, pre, during and post-enrollment. Tracks international student retention and satisfaction data, advises the Dean/AVP, and guides both EIP and university teams to address gaps in service or support. Guides international teams and cross-university stakeholders on cultural programming and academic and social systems to ensure international students benefit from a culture of support, belonging and engagement.

The Director oversees a range of study abroad programming and collaborates with the Cal State Fullerton community, including academic colleges, risk management, external partners and providers, and more. Regularly conducts assessment to measure the impact of exchange and study abroad programs and promotes opportunities based on the outcomes and advises the Dean/AVP on potential directions to increase and deepen global engagement.

The Director identifies and advises the Dean/AVP on ways to integrate international strategy with the university's Diversity, Equity, and Inclusion (DEI) goals. Remains knowledgeable about the California State University (CSU) policies, processes, systems, and stakeholders and serves on the Senate International Education Committee and other relevant forums. Other duties as assigned.


Essential Qualifications:
Masters degree from an accredited institution. Strong and proven supervisory experience for international teams with multi-faceted goals. Seven or more years of leadership experience focused on strategic international outreach, in a higher education setting. Direct experience and a proven record of developing and driving enrollment and revenue growth. Ability to conduct global trend analyses and evaluate data to inform strategy and present findings in compelling formats for a diversity of internal and external stakeholders. Possession of a deep understanding of regulations pertaining to F-1 and J visa students. Demonstrated track record in bringing programs from the point of ideation to development to launch followed by ongoing assessment using agreed upon success metrics. Be self-motivated and work independently with limited direct supervision, including willingness/desire to work non-traditional hours, including evenings/weekends. Strong intercultural communication skills and an ability to communicate with international students, parents, and educational partners. Ability to successfully and effectively collaborate and maintain positive relationships with a diverse population of teammates, business partners, and stakeholders. Excellent analytical, organizational, reasoning, and problem-solving skills and attention to detail, as well as strong computer literacy (CMS, presentation tools, and enrollment management platforms). Exhibit strong results orientation and be a data-driven decision maker. Commitment to DEI and ability to align mission and strategy with university DEI principles.

A background check (including a criminal records check) must be completed satisfactorily and is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.


Preferred Qualifications:
Ten plus years as an international recruitment and outreach leader. Seven plus years proven track record of developing and launching successful international training programs. Experience with California Public Higher Education system, including CBA. Five plus years managing P&L for a growth-oriented unit. Proficiency in a foreign language.
